How do you reach a supermajority of Democratic legislators? We learned to speak their language and understand their paradigm. When speaking and articulating health freedom issues, we could have yelled from the rooftops, but our voices would have landed on deaf ears. Instead, we created a measured, thoughtful approach and started here.

Yes, we prepared for more than a year to sponsor SB 1377. No decision was made rashly or quickly. Every step was intentional and done in partnership with those who were directly involved and understood the process.
However, what if every Californian who stands for Health Freedom was equipped with our resources? Maybe, together, these conversations will reach every representative. Try it. The Work No One Sees
None of this came out of thin air. For years, health freedom legislation and advocacy was part of our goal, our intention, and our strategy. We’ve dedicated resources to this cause. We were waiting for the right opening, the right timing, and the right path to present itself.
In 2024, PERK, together with vital contributions and input from our collaborative partners, prepared a 75+ page white paper presentation. We presented it to Senator Cortese in person alongside Firefighter Barry Arata, Firefighter Harold, and former staff.
The collaboration required to prepare that confidential presentation was extraordinary. PERK board member Stephanie Sur, who is a policy genius, Barry Arata and John Knox from Firefighters For Freedom, all put in significant time and effort to help prepare the presentation and confidential white paper. The Senator was impacted and agreed to multiple long-term strategies and work alongside our organization and his constituents to further the work to champion our shared goals.
That was just the beginning. Following that meeting, and at the beginning of the new year, as resources shifted, former staff involved in the effort left PERK for various reasons. But PERK continued the relationship with the Senator, a collaborative team, and began turning what was discussed in that important meeting into tangible action in 2025 and 2026.
Our follow-up meetings with the Senator included helping him and future legislators brought to the table better understand the complexity of the harm being done to doctors, the punishment physicians faced in their profession, and the denial of education, medical exemptions, and religious freedom caused by California’s extreme vaccine laws. Through the leadership and advise of our Senators, we began to understand the value of an Informational Hearing and started formally requesting Informational Hearings.

The commitment to a solution and Senator leadership was activated and cultivated. The strategy was put in place. Our next step was to prepare drafts of the ideal legislation, updated resolutions, red line previous legislation, and present the anticipated support. We did exactly that.

We worked tirelessly and prepared four different legislative drafts, a draft resolution, a white paper for an informational hearing, anticipated support, and a review of California’s pillars of law. Years of work were polished and created into four drafts, legal analysis, red lined current laws, everything reviewed, edited, and finalized by our inner circle of policy experts, collaborators, then submitted to the Senator in the middle of 2025.

The excitement was building, with hope at the center. We have found a path in the seemingly impossible state of California. If we can do this here, it can be done anywhere.
