AB 84 Heads to Senate Floor With Rules Waived

Protect Educational Freedom in California, Here’s What You Can Do…

AB 84 Could Shut Down Your Child’s School

The united opposition to AB84 continues. Assembly Bill 84 (Muratsuchi) is a threat to parent choice, innovation, and student success. It’s being pushed through the California Legislature under the guise of “reform,” but in reality, it punishes charter schools that serve vulnerable students and families. It must be stopped.

Critical Update

  • Passed Assembly Education, Assembly Appropriations Committees, Assembly Floor, Senate Committees. The bill was amended. There are hidden problems now in a bill called SB414.

  • CPC stated, “Last week, Asm. Al Muratsuchi made his proposal, Assembly Bill 84, a two year bill meaning that it would be held for now and reconsidered in January. However, recent dynamics put the bill back in play. The bill was amended on Tuesday evening with a host of changes and it is eligible for a floor vote this Friday after 7:30pm. “ Read CPC analysis on rules waived.

  • Next Stop- Senate Floor Vote. Voting can occur anytime after 7:30pm today, Friday, September 12.

Why the opposition?

What’s Wrong With AB 84?

AB 84 pretends to address fraud, but it’s really a sweeping attack on California’s non-classroom-based (NCB) charter schools, the families who rely on them, and the educators who serve them.  AB 84 imposes sweeping new restrictions and funding penalties on non-classroom-based (NCB) charter schools. It will:

  • Slash Funding by up to 30% for NCB schools using independent study, hybrid, and virtual models

  • Triple Oversight Fees, diverting money from classrooms to bureaucracy

  • Block New Charter Growth, even where parent demand is high

  • Crush Innovation by limiting enrichment and learning programs like STEM, music, languages, and therapies

  • Imposes Rigid Formulas: Ties funding to physical seat time—penalizing students who thrive in alternative learning settings.

  • Hurt Small Businesses that partner with charters to support learning

  • Discriminate Against Flexible Learning Models, despite no widespread fraud

  • Targets Vulnerable Students: Disproportionately harms at-risk, minority, special needs, and rural students.

Why This Matters

·       $210+ Million in Cuts to charter school funding and $100M in new bureaucracy won’t help students—it will close schools.

  • Zero Evidence of widespread fraud

  • Hurts 88% of Students in successful personalized learning programs. These charter students succeed—graduating, returning to traditional schools better prepared, or advancing to college/careers.

  • AB84 Destroys Parent Choice and education flexibility

California ranks as low as 49th in the nation in K-12 education outcomes.
Instead of cracking down on innovative, successful schools that families are choosing, the Legislature should be fixing the system that’s failing students. AB 84 is not about accountability—it’s about control. It puts union and bureaucratic interests above the wellbeing of children and families.
