The united opposition to AB84 continues to increase. Assembly Bill 84 (Muratsuchi) is a threat to parent choice, innovation, and student success. It’s being pushed through the California Legislature under the guise of “reform,” but in reality, it punishes charter schools that serve vulnerable students and families. It must be stopped.

  2. The hearing starts in Sacramento, California at 9:00am, July 16th, at 1021 O Street, Room 2100. We recommend arriving by 8:15am, if possible. Even If the room is full by the time you arrive, you can still take part to vocalize your opposition to AB84 in the "me-too" comment opportunity. If the bill passes the hearing, it goes to the Senate Appropriations Committee next.

What’s Wrong With AB 84?

AB 84 pretends to address fraud, but it’s really a sweeping attack on California’s non-classroom-based (NCB) charter schools, the families who rely on them, and the educators who serve them.  AB 84 imposes sweeping new restrictions and funding penalties on non-classroom-based (NCB) charter schools. It will:

  • Slash Funding by up to 30% for NCB schools using independent study, hybrid, and virtual models

  • Triple Oversight Fees, diverting money from classrooms to bureaucracy

  • Block New Charter Growth, even where parent demand is high

  • Crush Innovation by limiting enrichment and learning programs like STEM, music, languages, and therapies

  • Imposes Rigid Formulas: Ties funding to physical seat time—penalizing students who thrive in alternative learning settings.

  • Hurt Small Businesses that partner with charters to support learning

  • Discriminate Against Flexible Learning Models, despite no widespread fraud

  • Targets Vulnerable Students: Disproportionately harms at-risk, minority, special needs, and rural students.
