A SUMMARY OF EACH BILL BELOW

H.R. 5075 The GRACE ACT (SUPPORT) – (Steube)

H.R. 5075, the GRACE Act (Guaranteeing Religious Accommodation in Childhood Education Act). This legislation is a crucial step toward protecting religious liberty, defending parental rights, and ensuring that no child is denied access to education because of a family’s sincerely held religious beliefs. The GRACE Act would prohibit federal education funding to educational institutions and agencies that impose vaccination requirements unless they maintain a policy allowing for religious exemptions. The bill’s standard is clear: if a parent or guardian on behalf of a child asserts that vaccination would violate a sincerely held religious belief, that exemption must be allowed. Schools should not be permitted to receive federal funding while denying families basic religious accommodations.

H.R. 7601 The No Immunity for Glyphosate Act (SUPPORT) – (Massie)

Support H.R. 7601 Because No Chemical Company Should Receive Government-Backed Immunity. The No Immunity For Glyphosate Act is bipartisan legislation necessary and timely in response to the February 18th, 2026 Executive Order entitled “Promoting the National Defense by Ensuring an Adequate Supply of Elemental Phosphorus and Glyphosate-Based Herbicides”. The bill would prohibit federal funds from being used to implement that order and would make clear that glyphosate manufacturers may not use federal directives or immunity doctrines to escape civil liability when Americans are harmed. Most concerning, the order expressly states: “This order confers all immunity provided for in section 707 of the Act.”  The No Immunity for Glyphosate Act, prohibit federal implementation of the February 18, 2026 Executive Order, and make clear that no manufacturer, distributor, supplier, or seller of glyphosate-based herbicides may escape civil accountability through federal immunity, contractor defenses, or preemption theories.  

H.R. 4668 END THE VACCINE CARVEOUT ACT (Support)- (Rep. Paul Gosar and Rep. Rand Paul H.R. 4668)

End the Vaccine Carveout Act legislation is a crucial step toward restoring accountability, protecting constitutional rights, and ensuring that no industry is granted special immunity regardless of potential harm. For decades, federal law has created unprecedented liability protections for vaccine manufacturers and administrators, denying a multitude of injured Americans access to traditional judicial processes available in almost every other area of product liability law. No company should have immunity from accountability when its products cause harm. End the Vaccine Carveout Act would end the special liability shield for vaccine manufacturers and administrators, restore meaningful access to the courts, and protect the constitutional rights of Americans harmed by these products, and restore the right to seek justice. 

H.R. 1432 The LIABLE Act (Support) - (Chip Roy)

H.R. 1432, the LIABLE Act (“Let Injured Americans Be Legally Empowered Act”), would remove federal immunity and liability limits for COVID-19 vaccine manufacturers by providing that no federal law—including the PREP Act and sections of the National Vaccine Injury Compensation Program—may shield those manufacturers from lawsuits or cap their liability for claims arising from injury, loss, or harm related to the administration or use of a COVID-19 vaccine. The bill also states that people could still seek compensation through existing federal vaccine-injury programs, but doing so would not bar them from also filing a civil lawsuit, and it defines COVID-19 vaccines broadly to include FDA-licensed or otherwise authorized vaccines intended to prevent or mitigate COVID-19 or transmission of SARS-CoV-2 and its variants. Importantly, the bill applies retroactively, meaning it would cover vaccine administration or use occurring before, on, or after enactment.

S. 2324 Pesticide Injury Accountability Act (Support)- (Booker)

Pesticide Injury Accountability Act legislation would ensure that pesticide manufacturers can be held responsible for the harm caused by their toxic products. Specifically, this bill would amend the Federal Insecticide, Fungicide and Rodenticide Act of 1972 (FIFRA) to create a federal right of action for anyone who is harmed by a toxic pesticide.

Chemical companies are seeking liability shields because they know the harm their products have already caused. Syngenta, a subsidiary of the Chinese state-owned company ChemChina, reached a $187.5 million settlement in 2021 for paraquat-related Parkinson’s disease claims. Monsanto, now owned by Germany’s Bayer, has paid over $11 billion dollars to settle lawsuits linking Roundup (glyphosate) to non-Hodgkin’s lymphoma. The Pesticide Injury Accountability Act to ensure that these chemical companies can be held accountable in federal court for the harm caused by their toxic products on farmers, crop damage, and consumers.

FARM BILL PESTICIDE IMMUNITY SHIELD (Oppose Unless Amended)- (Glenn "GT" Thompson) 

The 2026 Farm Bill contains Sections 10204 through 1020.  The bill would prevent farmers and consumers from suing pesticide manufacturers for “failure to warn” about health risks, including cancer, if the product has an EPA-approved label.  These provisions are critical to remove as it amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) in ways that would fundamentally undermine public health protections, state authority, water quality, the implementation of future science, creates an immunity shield, and the constitutional role of the courts. These are serious ramifications of the Judicial, Executive, and Legislative branches of government all simultaneously exploring forms of immunity for chemical companies. Collectively, these measures unfairly strip individuals of their right to seek justice for harms caused by chemical products, failing to protect consumer rights. However, supporting our farmers does not justify or require granting immunity shields or undeserved protections to chemical companies. Large chemical companies like Bayer are pushing legislation to protect their interest from lawsuits regarding the safety of their products, like glyphosate (Roundup). We oppose unless amended, the current sections in this legislation as it fails to prioritize the health of Americans, especially our children.
